What Is FSVP?
The Foreign Supplier Verification Program (FSVP) under 21 CFR Part 1, Subpart L requires US importers to verify that foreign suppliers produce food meeting US safety standards. The importer—not the supplier—bears this regulatory obligation.
Who Must Comply?
Any US importer who brings food into the country must establish and maintain an FSVP. This applies regardless of product type—human food, animal food, or dietary supplements. Small and very small businesses may qualify for modified requirements.
Key Requirements
Importers must conduct hazard analysis, approve suppliers based on risk, perform verification activities (audits, sampling, records review), and maintain written FSVP documentation.
